Rule 25
Appointments should not be made without following the procedure laid down by the Public Service Commission
(1) When appointing a position to be appointed in accordance with the authority delegated by the Public Service Commission, the appointing authority shall advertise the position and appoint only after following the procedures and conditions prescribed by the Public Service Commission.
(2) If it is found that the appointment is made without following the prescribed procedure and conditions for the post to be appointed as per sub-rule (1) ………………. If the public service commission receives a written notice that the appointment is irregular, such person should be removed from that position within one month.
(3) If the appointment is made without following the prescribed procedures and conditions while appointing in accordance with sub-rule (1), the appointing officer shall be subject to departmental punishment.
